Directed calls are aimed at soliciting specific research in order to proactively and strategically direct research and development into areas of greatest need or greatest potential impact as outlined in the short-, medium-, and long-term RDI Objectives of the Roadmap. Calls for proposals for directed research are accompanied by Terms of Reference (ToRs) to which proponents are required to adhere closely. The ToRs align the research with one or more of the 6 focus areas of the Roadmap.
Open calls provide the opportunity of accommodating promising and relevant research with the potential to yield beneficial results, while still aligning with the 6 Roadmap focus areas. They are accompanied by clear guidelines for preparation of proposals.
Funding agreements may be put in place with specific organisations to host or drive directed RDI initiatives, such as Centres of Excellence, Centres of Competence, Research Chairs, Innovation Centres, etc. Funding agreements are mostly non-targeted, i.e. any organisation or consortia of organisations, which considers itself qualified, has an equal opportunity to submit a proposal. It is conceivable, however, that in exceptional circumstances, funding agreements be targeted, i.e. assigned to specific research organisations who may have exclusive skills or institutional arrangements.
